Apply for a rental permit in Leiden

Are you a landlord offering living space in Leiden? As of January 1, 2024, it will be mandatory to have a rental permit to rent out living space in certain parts of Leiden. So if you are planning to rent out a property in Leiden soon, it is necessary to apply for a rental permit. For existing landlords, they must apply for their permit by July 1, 2024 at the latest.

The licensing requirement is designed as an additional measure to address this particular group and ensure that they comply with established rules and ethical standards. Requiring a license adds an additional layer of responsibility and oversight, reducing the likelihood of misconduct.

When is a rental permit required?
A rental permit is required if you rent homes in (part of) the following neighborhoods:
- Inner city North: entire district
- Inner city South: Pieterswijk, Levendaal-West and Levendaal-East
- Station district: whole district
- Leiden North: whole district
- Bos & Gasthuiswijk: Haagweg-Noord
- Merenwijk: Slaaghwijk and Merenwijk-Centrum
- Mors district: Transvaal

Who must apply for the permit?
Both private and commercial landlords, as well as the person acting as landlord, must apply for the rental permit. The permit is personal and cannot be transferred to another person. If you rent out multiple properties, only one permit is required.

Application procedure:

Your application must include the following documents and/or information:
1. Your Chamber of Commerce number (if applicable).
2. An overview of the properties (independent and non-self-contained housing) that you rent out, including rental agreements, maintenance plans, floor plans, addresses, cadastral designations and rents.
3. An overview of administrative fines and orders for periodic penalty payments imposed within the past eight years, and occupancy decisions (if applicable).

Good to know; the costs for the permit are approximately € 930,-.

Renting out rental properties without a license is not allowed; if you do, you could be fined.
